European Youth Team Championship Proposal(from Ireland)

In order to encourage the development of youth players, the EGF should resolve to create a Youth Team Championship. 
Such a championship could run with the same basic ruleset already in place for the adult version, and use the same website. 
The organisers / EGF executive would be free to choose the fine details: the size of teams, time limits, tournament system, etc

Some Ideas:
* To increase participation, allow teams for regions, instead of only countries, for example Scandanavia instead of Sweden, Norway, etc.
* Use the average age as a handicap factor in the results, see the Times Schools Chess Championship for an example
