Additional Notes on Agenda Items EGF AGM 2009 11a Motion to increase membership fees The EGF Executive proposes that from 2010, the membership fee payable by each country shall rise to 1 euro per member in that country. However it remains 0.50 euro for any child members, if that country charges a lower member fee for children. The minimum fee per country remains as 50 euro. (Note apart from the change from 1DM to 0.5 euro in 1999 this is the first increase since 1985.) 11b Proposal to suspend support rules for EYGC when no sponsor. The EGF Executive proposes that when no sponsor is available to support the EYGC, then the player support rules are suspended. If there is a sponsor, but insufficient money to fully implement the player support rules, then the player support rules should be used as a guide towards dividing the available sponsor money amongst the eligible players and adults. 13a Accounting Requirements for European Go Congress It is noted that the Long Term Decisions of the EGF include several about bidding for and operating of the finances for the EGC. It specifically states from AGM 1998: Congress Accounts: The financial figures of the congress must be presented one year after at the AGM There are no sanctions specified, but failure to report must influence the choice of that country for future EGF events. 13f Selection of hosts for EGC 2013 Currently only the proposal from Poland has been received: others planning to bid should make their proposals known as soon as possible. 14 European Tournament Calendar - selection of hosts No proposals to host these events have been received. It would be helpful for any country who is considering hosting an event to make that known to executive as soon as possible. It is of course noted that reduced money is available for support of each event that was previously supported by the Ing Fund, until support from the Ing Foundation restarts when the world financial situation improves. 15a Proposal to deduct 76 Pair Go points from the 6 countries that were supported at the WMSG. At the request of the sponsors, the top 6 countries based on results at recent IAPGCs were selected with the intention of providing some reasonable competition for the professional couples. As the WMSG was not the IAPGC, though later the amateur results was recognised as the 2008 IAPGC result, it was correct to comply with the sponsor's wish and not use the points system; however this means the points system rules cannot be used to determine how many points to deduct. The proposal is to deduct the number of points held in 2008 by the lowest of the 6 countries supported (France with 76). With 76 points removed the countries will be in order: RO NL SI BE RU LT SE CZ UA (with no points deducted DE UK and HU will replace LT SE and UA) At the sponsor's request, TR will also attend (most points in Middle East area – this area will not apply from 2010). 15b Proposal to award more age group prizes at EYGC Romania requested that the EYGC be split into more than the current two divisions. However this is not easily done as the divisions match the divisions at the WYGC. It is proposed that Romania, as hosts in 2010, award extra prizes and titles to the payers with the highest MMS in extra age groups, within the existing division structure, such as Under-15 and Under-10 (or 16, 14 and 10), to encourage the younger players in each division. 15c Proposal to award PGEC tournament prizes by the same rule as tournament points As visiting players often win the top three places at PGEC events, it is discouraging strong European players from attending, though they do get the top place points. It is proposed that for PGEC 2010-11 onwards, the top three PGEC cash prizes are only awarded to European players or those players resident in Europe for more than 2 years prior to the start of the tour (same rule as points). Tournament organisers can of course award prizes for the top visiting players using from the entry fees or other sponsor money. 15d Proposal to adopt new EC Rules Proposal from Martin Stiassny to follow soon. 15e Rules for selection and level of PGEC tournaments Further clarification is needed on how the PGEC calendar is determined and how level 4 and 3 tournament statuses are awarded. 15f Definition of European player (carried forward from 2008) Further consideration of options for formulation of proposal to be considered in 2010. 15g Formalise and record the rules of the Championships (carried forward from 2008) Further consideration of options for formulation of proposal to be considered in 2010.
