VP report (Marc Gonzalez) Follow some of the tasks undergone by me during this year as a member of the EGF executive. * setting up an EGF e-newsletter, called GEN (Go Europe News) * restarting the EGF commissions. e-newsletter (GEN) A project for a new EGF newsletter published its first issue on beginning of 2003. This newsletter is called GEN (Go Europe News). This newsletter has been designed to be submission - based, that is, it relies very much on submission by EGF members. Unfortunately, technical problems did not allow for its diffusion amongst the EGF community, nor it was not published on the website until some months after the first issue. I am ready to continue as GEN editor for the next years if there is enough interest amongst the EGF community. Follows an excerpt from the GEN presentation. GO Europe News (GEN) is an EGF official publication, intended to increase communication amongst all the members of the European go community : organizations, countries, clubs, and specially players. GEN consists of several sections. Some of them contain just plain information, others opinion, others go content, others debate. They are : * tournament results and reports : Extracted from officially submitted data. Will cover TT, national championships, children, pairgo and female, special events and also big tournaments. * upcoming tournaments : Extracted from submitted tournament information. * news : Most important European go events that have happened since last issue. * interview : Every issue with a different European go person. A set of standard questions and a set of specific questions related to him/her. -related articles. Possible topics would be a report of a tournament, go project, experiences, report of an event, opinion, computer go, etc. * EGF country : An EGF member replies a set of questions and adds other information about go activity there. * European club : Presentation of an European club. Clubs reply a set of descriptive questions and are invited to share their problems and successes. * go teaching : Open section on go teaching activities, projects and events. * letters to editor : With replies. * forum : Exchange of opinions on different subjects. Open section. commissions Most of the EGF commissions were in an idle state after the 2002 AGM. A series of emails to their members were sent to find out the tasks done and in progress, as well as if they were interested in continuing. Few replies were obtained, but it also seemed that most of the commissions had not clear guidelines about their objectives. Followed an invitation to the MOs to appoint people for the commissions, by the President's letter in October. Also some individuals were contacted by email. During the Fujitsu training in Amsterdam in November there were some meetings with countries representatives. In particular countries from Eastern European countries were invited to appoint people. After that, the final composition for the commissions was as follows (set up in december 2002) : * tournaments : arranged by Matti Siivola. matti siivola (fi), chair, michael marz (de), fernando fernandez (it), victor bogdanov (ru), guo juan (nl), erik puyt (nl) * rules-rating : arranged too by Matti Siivola. * appeals : martin stiassny (de). chair, alexei lazarev (ru), olaf martens (lt), ulf olsson (se), francis roads (uk), jean ganeval (fr), ales cieply (cz) * constitution : henric bergsaaker (se), chair, tony atkins (uk), christian gawron (de), zoran mutabzija (hr), jan van rongen (nl), * education and youth : oleg gavrilov (ru). chair, jana hricova (cz), marie-claire chaine (fr), francesca antonacci (it), roman pszonka (pl), yuki shigeno (jp), frank janssen (nl), marc gonzalez (es), * promotion : it was not formed. the following people were invited to join but no reply was obtained : gionatta soletti (it), zoran jankovic (yu) * finance : krzysztof grabowski (pl) was asked to chair and look for people, but he later stated he had no time commissions reports From the newly formed commissions (appeals, constitution, education) the following have produced some report. It must be added that technical reasons made that the new memberships were not updated on the EGF web page, and also the mailing lists could not be created. * constitution : available on the web, and present on the AGM agenda * appeals : no appeals raised, therefore nothing to report * education and youth : no formal report, but many work was undergone by its members Oleg Gavrilov and Jana Hricova, like cooperation for the EYGC. A complain by Gionata Soletti was raised for his (and Alan Held) participation on the constitution commission coming to an end. He questioned the authority of the EGF executive to add and remove members of the commissions, saying that this was an AGM competence. It may have been somehow right, but that had been common practice during the past years for the executive to appoint members. Also, some commissions were absolutely idle so I thought it was better to set them up rather than waiting for this AGM. Its removal was also due to several countries objection to his and Held's presence on the same commission.
